77. As recommended by the United Nations Inter-Agency Task Force on African Economic Recovery and Development (UN-IATF) in the context of the System-wide Plan of Action for African Economic Recovery and Development and in line with the overall strategy suggested in section II above, a decentralized approach is suggested for inter-agency coordination and cooperation in the priority areas.

2. Welcomes the decision of the United Nations Inter-Agency Task Force on African Economic Recovery and Development to designate the United Nations Centre for Human Settlements (Habitat) as the associate lead agency for the continuum from relief to development and requests the Executive Director of the Centre to take appropriate steps to facilitate the implementation of that decision;
