The ECLAC/CDCC secretariat also presented to its member States at the twentieth session of CDCC, held in St. Croix in April 2004, a document entitled " Recent developments in relation to the proposal for securing the international recognition of the Caribbean Sea as a special area in the context of sustainable development " , which reviewed the institutional aspects of the process involved in promoting the proposal.

Mr. Uzcategui (Bolivarian Republic of Venezuela) said that his delegation had participated actively in the discussions of the Association of Caribbean States and other regional forums on the question of recognition of the Caribbean Sea as a Special Area in the context of sustainable development and cooperated in many bilateral and multilateral activities in support of that initiative.

In the period since the proposal for international recognition of the Caribbean Sea as a special area in the context of sustainable development was originally put forth by member States at the 1997 Caribbean Ministerial Meeting on the Programme of Action for the Sustainable Development of Small Island Developing States (Barbados Programme of Action), the particular characteristics and challenges of the Caribbean Sea have become well known.
