The SBSTA welcomed the technical paper on enabling environments for technology transfer (FCCC/TP/2003/2) prepared by the secretariat under the guidance of the EGTT, and acknowledged the richness and wealth of information it contains on domestic and international enabling environments for technology transfer in relevant sectors, including case studies, lessons learnt, and a synthesis of key success factors;

The SBSTA and the SBI invited the TEC to further strengthen the linkages with organizations inside and outside the Convention, as referred to in document FCCC/SB/2012/1, annex II, paragraph 3, which undertake work relating to enabling environments for and barriers to the development and transfer of technology, including those issues referred to in document FCCC/SB/2012/2, paragraph 35.

The SBSTA and the SBI invited the TEC to further strengthen the linkages with organizations inside and outside the Convention, as referred to in document FCCC/SB/2012/1, annex II, paragraph 3, which undertake work relating to enabling environments for and barriers to the development and transfer of technology, including those issues referred to in document FCCC/SB/2012/2, paragraph 35.

35. The TEC discussed and analysed various issues relating to enabling environments and barriers based upon the information provided by experts during the thematic dialogues and panel discussions, interventions and submissions from observer organizations and relevant documents of the Expert Group on Technology Transfer, and offers the following key messages:
35- ناقشت اللجنة التنفيذية وحللت مسائل مختلفة تتصل بالبيئات التمكينية والحواجز استناداً إلى المعلومات التي قدمها الخبراء خلال جلسات الحوار المواضيعي ومناقشات الأفرقة، ومداخلات المنظمات المعتمدة بصفة مراقب والمعلومات الواردة منها، والوثائق ذات الصلة الصادرة عن فريق الخبراء المعني بنقل التكنولوجيا، وتعرض اللجنة التنفيذية فيما يلي الرسائل الرئيسية المنبثقة عن ذلك:

All relevant information provided by other intergovernmental and non-governmental organizations, including in particular the Assessment Reports of the Intergovernmental Panel on Climate Change, as well as information on enabling environments for catalysing investment in, and the transfer of, sustainable technologies that mitigate greenhouse gas emissions and for enhancing resilience to climate change;

The SBSTA encouraged business and industry NGOs, and relevant international organizations, to organize, in consultation with the EGTT and the secretariat, sector-specific workshops and other activities relevant to enabling environments for the development and transfer of technologies, for the purpose of exchanging experiences and lessons learned, and to make available to the secretariat information on the outcome of those activities;
