1. Human rights education and training should capitalize on and make use of new information and communication technologies, as well as the media, to promote all human rights and fundamental freedoms.
1 - ينبغي الاستفادة في النهوض بالتثقيف والتدريب في ميدان حقوق الإنسان من التكنولوجيا الجديدة للمعلومات والاتصالات ومن وسائط الإعلام والاستعانة بها في تعزيز جميع حقوق الإنسان والحريات الأساسية.

2. Complementary and coordinated efforts at the international, regional, national and local levels can contribute to more effective implementation of human rights education and training.
2 - يمكن أن تسهم الجهود التكميلية والمنسقة على الصعد الدولي والإقليمي والوطني والمحلي في النهوض بالتثقيف والتدريب في ميدان حقوق الإنسان على نحو أكثر فعالية.

3. States should take steps, individually and through international assistance and cooperation, to ensure, to the maximum of their available resources, the progressive implementation of human rights education and training by appropriate means, including the adoption of legislative and administrative measures and policies.
3 - ينبغي أن تتخذ الدول خطوات، منفردة وعن طريق المساعدة والتعاون على الصعيد الدولي، لتضمن، بأقصى حد تسمح به الموارد المتوفرة لديها، النهوض بالتثقيف والتدريب في ميدان حقوق الإنسان بالوسائل المناسبة على نحو تدريجي، بما فيها اتخاذ تدابير واعتماد سياسات تشريعية وإدارية.

13. Together with Switzerland, in 2007 Morocco initiated a resolution in the Human Rights Council for the drafting of a United Nations Declaration on Human rights education and training aimed at strengthening activities related to human rights education and training.
13 - اشترك المغرب مع سويسرا، في عام 2007، في بدء عملية اتخاذ قرار في مجلس حقوق الإنسان يتعلق بوضع إعلان للأمم المتحدة بشأن التثقيف والتدريب في ميدان حقوق الإنسان، بهدف تعزيز الأنشطة المتصلة بالتثقيف والتدريب في ميدان حقوق الإنسان.

(d) Support existing networks of human rights education and training actors and promote the creation of new ones at all levels;

2- يرحب بمبادرة المحفل المعني بالتثقيف والتدريب في ميدان حقوق الإنسان الرامية إلى تنظيم حلقة دراسية بمشاركة خبراء ومختصين وبالاستعانة بمساعدة وخبرة مفوضة الأمم المتحدة السامية لحقوق الإنسان وجميع الأطراف المهتمة، من أجل مواصلة التفكير في العناصر التي يمكن إدراجها في مشروع الإعلان؛

Welcomes the initiative taken by members of the Platform for Human rights education and training to hold a seminar on the United Nations declaration on human rights education and training in Marrakech, Morocco, on 16 and 17 July 2009, which was attended by the chairperson and rapporteur of the drafting group, and acknowledges with appreciation the successful outcome of those informal discussions;
2- ترحب بالمبادرة التي اتخذها أعضاء المنتدى المعني بالتثقيف والتدريب في ميدان حقوق الإنسان لعقد حلقة دراسية بشأن إعلان الأمم المتحدة للتثقيف والتدريب في ميدان حقوق الإنسان في مراكش بالمغرب، يومي 16 و17 تموز/يوليه 2009، بحضور رئيس فريق الصياغة ومقرره، وترحب بالنجاح الذي أحرزته المناقشات غير الرسمية؛

9. At its fourth session, the Advisory Committee endorsed the draft declaration on human rights education and training prepared by its drafting group consisting of Mr. Decaux (Rapporteur), Mr. Fix Fierro, Mr. Kartashkin, Ms. Quisumbing and Ms. Warzazi, and transmitted it to the Council (A/HRC/13/41).
