7. The origins of JI under the Kyoto Protocol lie in Article 4, paragraph 2(a), of the Convention, which states that Parties included in Annex I to the Convention (Annex I Parties) may implement policies and measures on the mitigation of climate change jointly with other Parties and may assist other Parties in contributing to the achievement of the objective of the Convention.

AIJ are to “contribute to cost-effectiveness in achieving global benefits” and should “bring about real, measurable long-term benefits related to the mitigation of climate change that would not have occurred in the absence of such activities” (decision 5/CP.1).
26- ينبغي للأنشطة المنفذة تنفيذاً مشتركاً " أن تسهم في فعالية الكلفة في تحقيق الفوائد العالمية " وينبغي " أن تحقق فوائد بيئية حقيقية وقابلة للتحديد وطويلة الأجل فيما يتصل بالتخفيف من تغير المناخ لا يمكن تحقيقها بدون وجود مثل هذه الأنشطة " (المقرر 5/م أ-1).

Therefore, China will give full consideration to climate change issues by integrating the policy of climate change mitigation and adaptation into its national social and economic development programme and pushing forward the policy in a coordinated way.
