Any member may bring to the Council any complaint that a member has failed to fulfil its obligations under this Agreement and any dispute concerning the interpretation or application of this Agreement.

1. In fulfilling its obligations under this Protocol, each High Contracting Party has the right to seek and receive assistance.

If the Council decides that any member is in breach of its obligations under this Agreement and decides further that such breach significantly impairs the operation of this Agreement, it may, by special vote, exclude that member from this Agreement.
الاستبعـاد إذا قرر المجلس أن أحد اﻷعضاء قد أخل بالتزاماته بموجب هذا الاتفاق وقرر كذلك أن هذا الاخلال يمثل عائقا خطيرا لتنفيذ هذا الاتفاق، جاز له، بتصويت خاص، أن يستبعد ذلك العضو من هذا الاتفاق.

Any complaint that any Member has failed to fulfil its obligations under this Agreement shall, at the request of the Member making the complaint, be referred to the Council, which shall consider it and take a decision on the matter.
1- تحال أي شكوى فيما يتصل بعدم وفاء أي عضو بالتزاماته بموجب هذا الاتفاق، بناء على طلب العضو الشاكي، إلى المجلس الذي ينظر فيها ويتخذ قراراً بشأن الموضوع.

Any finding by the Council that a Member is in breach of its obligations under this Agreement shall be made by a simple distributed majority vote and shall specify the nature of the breach.
2- تعتمد أي نتيجة يتوصل إليها المجلس بأن عضواً ما قد أخل بالتزاماته بموجب هذا الاتفاق بالأغلبية البسيطة الموزعة للأصوات، وتحدد طبيعة الإخلال.

If the Council finds, under paragraph 3 of article 51, that any Member is in breach of its obligations under this Agreement and decides further that such breach significantly impairs the operation of this Agreement, it may, by special vote, exclude such Member from the Organization.
