The procedures are designed to implement article 168 of the Convention and to give effect to the provisions of the rules, regulations and procedures of the Authority relating to prospecting and exploration in the Area.

4. The legal obligations of contractors with regard to training are contained in article 15 of annex III to the Convention and are elaborated on in the Regulations adopted by the Authority relating to prospecting and exploration.

The present document contains a brief summary of the discussions that took place during the workshop on a possible regime for prospecting and exploration for polymetallic sulphides and cobalt crusts and examines some of the main policy issues that need to be addressed in developing a set of regulations for prospecting and exploration.
