Concerning paragraph 3, it was observed that the provision set forth the rule which allowed States parties to recognize the offences set forth in article 2 as extraditable offences between them.

3. States Parties which do not make extradition conditional on the existence of a treaty shall recognize the offences set forth in article 2 as extraditable offences between themselves, subject to the conditions provided by the law of the requested State.
3 - تعترف الدول الأطراف التي لا تشترط لتسليم المجرمين وجود معاهدة فيما بينها بالجرائم المنصوص عليها في المادة 2 بوصفها جرائم تستوجب تسليم المجرمين فيما بينها، رهنا بالشروط التي ينص عليها قانون الدولة المقدم إليها الطلب.

The Committee is however concerned at the lack of specific awareness about the offences under the Optional Protocol and their harmful effects.

40. With reference to article 23, his delegation had a clear preference for alternative B providing for an opting out system whereby, in principle, States would automatically confer on the court jurisdiction over the crimes listed in article 22.

٢ - حينما تتلقى دولة طرف تشترط لتسليم المجرم وجود معاهدة لتسليم المجرم وجود معاهدة طلبا للتسليم من دولة طرف أخرى لا ترتبط معها بمعاهدة لتسليم المجرمين، يجوز للدولة المطلوب منها التسليم أن تعتبــر هــذه الاتفاقيــة، إذا شاءت، أساسا قانونيا للتسليم فيما يتعلق بالجرائم المنصوص عليها في المادة ٢.

- States parties may transfer to one another proceedings for the prosecution of offences under the convention in cases where such transfer is considered to be in the interests of the proper administration of justice.
يجوز للدول الأطراف أن تنقل إحداها إلى الأخرى إجراءات الملاحقة المتعلقة بالجرائم المنصوص عليها في هذه الاتفاقية في الحالات التي يُعتبر فيها هذا النقل في صالح إقامة العدالة على الوجه السليم.

" Complaints may be lodged by any interested party in connection with the offences under paragraph 3 here above. "

There are no specific protection measures for experts and Italy has not concluded any agreements for relocation with other States in relation to offences under the Convention.

When a State becomes a party to the Rome Statute, it comes within the jurisdiction of the Statute with respect to the crimes set out in the Statute.
