The general provision requires States to take steps, " especially economic and technical, to the maximum of its available resources, with a view to achieving progressively the full realization of the rights recognized in the present Covenant ... " (art. 2 (1)).
ويطلب الحكم العام من الدول أن تتخذ خطوات. " ولا سيما على الصعيدين الاقتصادي والتقني، وبأقصى ما تسمح به مواردها المتاحة ... لضمان التمتع الكامل الفعلي التدريجي بالحقوق المعترف بها في هذا العهد... " )المادة ٢)١((.

Article 2 of the International Covenant on Economic, Social and Cultural Rights requires States to " take steps, individually or through international assistance and co-operation [...] to the maximum of their available resources, with a view to achieving progressively the full realization of the rights recognized in the present Covenant " .
ويقتضي العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية من الدول أن تتخذ، بمفردها وعن طريق المساعدة والتعاون الدوليين [...] وبأقصى ما تسمح به مواردها المتاحة، ما يلزم من خطوات لضمان التمتُّع الفعلي التدريجي بالحقوق المعترف بها في هذا العهد " .

3. Economic, social and cultural rights are not similarly placed. Moreover, the difficulty of determining the core requirements of the rights in the Covenant is greatly exacerbated by the obligation in article 2 to achieve “progressively the full realization of the rights recognized in the ... Covenant”.
٣- أما الحقوق الاقتصادية والاجتماعية والثقافية فليست في نفس الوضع، يضاف إلى هذا أن صعوبة تحديد المتطلبات اﻷساسية للحقوق في العهد تتفاقم لدرجة كبيرة بالالتزام الوارد في المادة ٢ بتحقيق " ضمان التمتع الفعلي التدريجي بالحقوق المعترف بها في هذا العهد " .

(a) The International Covenant on Economic, Social and Cultural Rights which, in its article 2, provides that each State Party to the Covenant, shall undertake to take steps, to the maximum of its available resources, with a view to achieving progressively the full realization of the rights recognized in the Covenant.
