At the sixty-fourth session of the General Assembly, Canada co-sponsored the resolution entitled " Renewed determination towards the total elimination of nuclear weapons " (resolution 64/47), which reaffirms the importance of the universality of the Non-Proliferation Treaty and calls upon States not party to the Treaty to accede to it as non-nuclear-weapon States without delay and without conditions.
ففي الدورة الرابعة والستين للجمعية العامة، شاركت كندا في تقديم القرار " تجدُّد التصميم على الإزالة الكاملة للأسلحة النووية " القرار 64/47 وفيه أكدت الجمعية من جديد أهمية الانضمام العالمي إلى معاهدة عدم الانتشار وأهابت بالدول غير الأطراف في المعاهدة بأن تنضم إليها بوصفها دولاً غير حائزة للأسلحة النووية بلا تأخير ومن دون شروط.

3. Reaffirms the importance of the universality of the Treaty, and calls upon States not parties to the Treaty to accede to it as non-nuclear-weapon States without delay and without conditions and, pending their accession to the Treaty, to adhere to its terms as well as to take practical steps in support of the Treaty;
3 - تؤكد من جديد أهمية الانضمام العالمي إلى المعاهدة، وتهيب بالدول غير الأطراف في المعاهدة أن تنضم إليها بوصفها دولا غير حائزة للأسلحة النووية بلا تأخير ودون شروط وأن تتقيد بأحكامها، إلى حين انضمامها إليها، وأن تتخذ خطوات عملية لدعمها؛

2. Affirms the vital importance of universality of the Treaty on the NonProliferation of Nuclear Weapons and calls on all States not parties to the Treaty to accede as non-nuclear-weapon States to the Treaty promptly and without any conditions, and to comply with its provisions in the interim;
2 - تؤكد على أهمية تحقيق عالمية معاهدة عدم الانتشار، وتهيب بالدول غير الأطراف في المعاهدة أن تنضم إليها بوصفها دولا غير حائزة للأسلحة النووية بلا تأخير ودون شروط وأن تتقيد بأحكامها، إلى حين انضمامها إليها؛

(a) demarches with regard to States Parties, and, where appropriate, with regard to States not parties to the NPT, in order to urge their support for the objectives set out in Articles 1, 2 and 3 of this Decision;

What of States non-parties to the Covenant? What of a State that is party to the Covenant but does not participate in the procedure? Does the obligation of a State party to the Covenant in its relations with third States cover all the rights in the Covenant or only some of them? Could a State party to the Covenant enter a reservation to exclude implementation of the Covenant from its bilateral relations with another State?
