40. Looking beyond the acts themselves, the fact that the public in some countries tends to view the judiciary as a corrupt authority is particularly serious: a lack of trust in justice is lethal for Democracy and Development and encourages the perpetuation of corruption.

The research programme aims to encourage the promotion of democracy by local actors in the academic community who will make use of the results of the analytical research produced by the Byblos centre and the debate generated by the International Panel on Democracy and Development.

I have the honour to transmit herewith the text of a “Code of Democratic Conduct”, which was recently finalized within the framework of the follow-up mechanism of the Third International Conference of New or Restored Democracies on Democracy and Development, which was held in Bucharest, from 2 to 4 September 1997 (see annex).
