75. The Guidelines for the Alternative Care of Children indicate that all alternative care placements must be regularly reviewed to determine if they continue to be necessary and appropriate.

90. By Decision No. 03/10 the Ministry of Justice and Labour has established a team to modernize the system of management of homes by implementing the Human Rights Council's Guidelines for the Alternative Care of Children and the recommendations made by the Committee on the Rights of the Child to Paraguay.
90- وبموجب القرار 10/03، أنشأت وزارة العدل والعمل فريقاً لتحديث نظام إدارة دور الإيواء مُنفذة بذلك المبادئ التوجيهية لمجلس حقوق الإنسان المتعلقة بالرعاية البديلة للأطفال والتوصيات التي قدمتها لجنة حقوق الطفل إلى باراغواي.

(a) Revise its legislation and programmes on alternative care, taking into account the Guidelines for the Alternative Care of Children (General Assembly resolution A/RES/64/142);
(أ) أن تنقح تشريعاتها وبرامجها المتعلقة بالرعاية البديلة، مراعية في ذلك المبادئ التوجيهية المتعلقة بالرعاية البديلة للأطفال (قرار الجمعية العامة A/RES/64/142)؛

41. The Guidelines for the Alternative Care of Children assert that in emergency situations, such as natural disasters, governments and aid providers should ensure that staff dealing with unaccompanied or separated children are sufficiently experienced to deal with children appropriately.
41- وتؤكد المبادئ التوجيهية المتعلقة بالرعاية البديلة للأطفال() أن الحكومات وآليات تقديم المعونة ينبغي أن تكفل، في حالات الطوارئ مثل الكوارث الطبيعية، تحلي الموظفين العاملين مع الأطفال غير المصحوبين أو المنفصلين عن أُسرهم بما يكفي من الخبرة لمعالجة أوضاعهم على النحو المناسب.

(d) To take into account the Guidelines for the Alternative Care of Children (General Assembly resolution 64/142, annex) and the Council of Europe Parliamentary Assembly resolution 1762 (2010) on children without parental care: urgent need for action in the implementation of the above recommendations.

46- وإذ توجه اللجنة اهتمام الدولة الطرف إلى المبادئ التوجيهية المتعلقة بالرعاية البديلة للأطفال الواردة في قرار الجمعية العامة 64/142 المعتمد في 20 تشرين الثاني/نوفمبر 2009، فإنها تدعو الدولة الطرف إلى التعجيل بصياغة سياسة وطنية متسقة لإخراج الأطفال من مؤسسات الرعاية، وتدعوها على وجه الخصوص إلى اتخاذ التدابير التالية:

47. Drawing attention to the Guidelines for the Alternative Care of Children, contained in General Assembly resolution 64/142 adopted on 18 December 2009, the Committee calls upon the State party to urgently formulate a coherent national policy on deinstitutionalization, and in particular:
47- وإذ توجه اللجنة اهتمام الدولة الطرف إلى المبادئ التوجيهية المتعلقة بالرعاية البديلة للأطفال الواردة في قرار الجمعية العامة 64/142 المعتمد في 18 كانون الأول/ديسمبر 2009، فإنها تدعو الدولة الطرف إلى التعجيل بصياغة سياسة وطنية متسقة لإخراج الأطفال من مؤسسات الرعاية، وتدعوها على وجه الخصوص إلى اتخاذ التدابير التالية:

The World Congress against the Sexual Exploitation of Children and Adolescents, held in Rio de Janeiro, Brazil, in November 2008, had helped to strengthen and improve the legal protection offered to children, while the Guidelines for the Alternative Care of Children could assist States in implementing the Convention on the Rights of the Child.
