As the Assembly is probably aware, the Regional Cooperative Agreement for Research, Development and Training Related to Nuclear Science and Technology (RCA) arose out of the India-Philippines Agency Project, which was essentially directed towards the utilization of existing research reactors in the region.

In order to encourage more recipient States to provide extrabudgetary contributions to the IAEA in line with the concept of shared responsibility -- such as those made to projects under the Regional Cooperation Agreement for Research, Development and Training related to Nuclear Science and Technology in Asia and the Pacific -- Malaysia calls on the IAEA to exempt such contributions from programme support costs.
