(a) At the end of the 12-month period provided for in regulation 4.3, any unliquidated obligations of the financial period in question relating to goods supplied and services rendered by Governments for which claims have been received or which are covered by established reimbursement rates shall be transferred to accounts payable; such accounts payable shall remain recorded in the special account until payment is effected;
)أ( في نهاية فترة اﻟ ١٢ شهرا المنصوص عليها في المادة ٤ - ٣، تنقل الى حسابات المبالغ الواجبة التسديد أي التزامات غير مصفاة تتعلق بالفترة المالية المعنية وتتصل بالسلع والخدمات التي تقدمها الحكومات ولا تكون قد وردت بشأنها مطالبات، أو تكون مشمولة بمعدلات تسديد ثابتة؛ وتبقى حسابات المبالغ الواجبة التسديد هذه مسجلة في الحساب الخاص حتى إجراء الدفع؛

Receipt of the payment request will become the key event (unless a single date can be set for delivery and likewise for the purchase of property), with the liabilities charged to the financial period.
