The call by Governments to intensify dialogues where possible on all issues related to effective decentralization and the strengthening of local authorities, in support of the Habitat Agenda, in conformity with the legal framework and policies of each country, was facilitated through a number of UN-Habitat projects, global programmes and global campaigns.

In addition, the secretariat has stepped up its efforts, through the conduct of a series of informal talks and exchange of views with national and local government representatives, from which it clearly emerged that finalization of the guidelines was perceived as a crucial step towards developing an international legal framework for the promotion of effective decentralization and strengthening of local democracy.
