2. The future credibility of NPT can only be ensured by the commitment of all States Parties to full implementation of its provisions. In particular, nuclear-weapon States Parties are obliged under article I of the Treaty not in any way to assist or encourage any non-nuclear-weapon State to manufacture or otherwise acquire nuclear weapons or other nuclear explosive devices, or gain control over such weapons or explosive devices.
2 - إن مصداقية المعاهدة مستقبلا لا يتأتى إلا بالتزام جميع الدول الأطراف بتنفيذ كامل بنودها خاصة الدول الحائزة على تلك الأسلحة، إذ يجب عليها الالتزام بالمادة الأولى من المعاهدة التي تطلب منها عدم مساعدة أو تشجيع أي دولة غير حائزة على أسلحة نووية على صنع أسلحة نووية أو أجهزة نووية متفجرة أو على اقتنائها أو اكتساب السيطرة عليها بأي طريقة كانت.

ويكفينا للدفاع عن قضيتنا أن نستشهد هنا بالمادة الأولى من معاهدة عدم الانتشار، التي تنص على ما يلي: " تتعهد كل دولة من الدول الحائزة للأسلحة النووية تكون طرفاً في هذه المعاهدة بعدم نقلها إلى أي مكان، لا مباشرة ولا بصورة غير مباشرة، أية أسلحة نووية أو أجهزة متفجرة نووية أخرى، أو أية سيطرة على مثل تلك الأسلحة أو الأجهزة " .
