٥- وينبغي قراءة هذه الوثيقة مقترنة بالوثائق اﻷخرى المتصلة بالمسائل الادارية والمالية التي تم اعدادها للمؤتمر:

Requests the Subcommittee on Administrative and Financial Matters to review the financial and programmatic implications of the current UNHCR activities, including information, related to internally displaced persons.
تطلب من اللجنة الفرعية المعنية بالمسائل الادارية والمالية أن تستعرض اﻵثار المالية والبرنامجية لﻷنشطة الجارية لمفوضية اﻷمم المتحدة لشؤون اللاجئين، بما في ذلك المعلومات المتصلة باﻷشخاص المشردين في الداخل.

The Subsidiary Body for Implementation (SBI) may wish to request the secretariat to prepare, for consideration at its eleventh session and for adoption by the Conference of the Parties at its fifth session (COP 5), an omnibus decision that consolidates all conclusions on Administrative and Financial Matters other than the programme budget.
3- وقد تود الهيئة الفرعية للتنفيذ أن تطلب إلى الأمانة اعداد مقرر شامل يوحد جميع الاستنتاجات المتعلقة بالمسائل الادارية والمالية ما عدا الميزانية البرنامجية لتنظر فيه في دورتها الحادية عشرة وليعتمده مؤتمر الأطراف في دورته الخامسة.

Noting with appreciation the report on PARINAC 21/ submitted to the Subcommittee on Administrative and Financial Matters at its thirty-fourth meeting,
وإذ تحيط علما مع التقدير بالتقرير الخاص بالشراكة في العمل)٢١(، الذي قدم الى اللجنة الفرعية المعنية بالمسائل الادارية والمالية في اجتماعها الرابع والثلاثين،

(b) Substantive services. Substantive and technical services will be provided to the meetings of the Subcommittee on Administrative and Financial Matters in analysing the activities of the subprogramme.
)ب( الخدمات الفنية - ستقدم الخدمات الفنية والتقنية إلى اجتماعات اللجنة الفرعية المعنية بالمسائل الادارية والمالية في تحليل أنشطة البرنامج الفرعي.

(b) Substantive services. Substantive and technical services will be provided to the meetings of the Subcommittee on Administrative and Financial Matters in examining matters relating to durable solutions.
)ب( الخدمات الفنية - ستقدم الخدمات الفنية والتقنية إلى اجتماعات اللجنة الفرعية المعنية بالمسائل الادارية والمالية في دراسة المسائل المتصلة بالحلول الدائمة.

(b) Requests UNHCR to present to the next inter-sessional meeting of the Subcommittee on Administrative and Financial Matters any revised programme and contingency needs under the 1994 General Programmes and an assessment of funding prospects for the 1994 General Programmes;
)ب( تطلب من مفوضية اﻷمم المتحدة لشؤون اللاجئين أن تقدم الى الاجتماع المقبل فيما بين الدورات للجنة الفرعية المعنية بالمسائل الادارية والمالية أية تنقيحات لاحتياجات البرنامج والطواريء بمقتضى البرامج العامة لعام ٤٩٩١ وتقييما لامكانيات تمويل البرامج العامة في عام ٤٩٩١؛

(n) Requests that the Subcommittee on Administrative and Financial Matters be kept informed of progress by UNHCR in improving its systems and procedures for international procurement, in particular its response to the observations of the Board of Auditors on this issue;
)ن( تطلب موالاة ابلاغ اللجنة الفرعية المعنية بالمسائل الادارية والمالية بالتقدم الذي تحرزه مفوضية اﻷمم المتحدة لشؤون اللاجئين في مجال تحسين أنظمتها واجراءاتها المتعلقة بعمليات الشراء الدولية، وخاصة مدى استجابتها للملاحظات التي أبداها مجلس مراجعي الحسابات بشأن هذه المسألة؛

(t) Notes with satisfaction the work being done by the World Food Programme and UNHCR in reviewing the Revised Working Arrangements for refugee food aid operations and asks that the Subcommittee on Administrative and Financial Matters be briefed at a future inter-sessional meeting on the outcome of the negotiations;
)ر( تلاحظ بارتياح العمل الذي يضطلع به برنامج اﻷغذية العالمي ومفوضية اﻷمم المتحدة لشؤون اللاجئين لاستعراض ترتيبات العمل المنقحة لعمليات المعونة الغذائية للاجئين، وتطلب اطلاع اللجنة الفرعية المعنية بالمسائل الادارية والمالية في أحد اجتماعاتها المقبلة فيما بين الدورات على نتائج هذه المفاوضات؛

(a) Requests the Subcommittee on Administrative and Financial Matters to review the financial and programmatic implications of the current UNHCR activities, including information, related to internally displaced persons.
)أ( تطلب من اللجنة الفرعية المعنية بالمسائل الادارية والمالية أن تستعرض اﻵثار المالية والبرنامجية لﻷنشطة الجارية لمفوضية اﻷمم المتحدة لشؤون اللاجئين، بما في ذلك المعلومات المتصلة باﻷشخاص المشردين في الداخل.

(n) Requests that the Subcommittee on Administrative and Financial Matters be kept informed of progress by UNHCR in improving its systems and procedures for international procurement, in particular its response to the observations of the Board of Auditors on this issue;
)ن( تطلب إبقاء اللجنة الفرعية المعنية بالمسائل الادارية والمالية على علم بالتقدم الذي تحرزه مفوضية اﻷمم المتحدة لشؤون اللاجئين في مجال تحسين أنظمتها واجراءاتها المتعلقة بعمليات الشراء الدولية، وخاصة مدى استجابتها للملاحظات التي أبداها مجلس مراجعي الحسابات بشأن هذه المسألة؛

An addendum to this document containing an update on developments concerning the review of administrative arrangements and the text of the draft omnibus decision on Administrative and Financial Matters requested by the SBI (FCCC/CP/1998/8/Add.1);
)أ( إضافة لهذه الوثيقة تتضمن معلومات مستوفاة عن التطورات المتعلقة باستعراض الترتيبات الادارية ونص مشروع المقرر الجامع المتعلق بالمسائل الادارية والمالية الذي طلبته الهيئة الفرعية للتنفيذ )FCCC/CP/1998/8/Add.1(؛

(j) Welcomes the initiative taken by the High Commissioner to improve the Office's programme management and operational capacity, and asks that the Subcommittee on Administrative and Financial Matters be informed at its inter-sessional meetings of progress in the implementation of the Working Group's recommendations, especially related training initiatives necessary to give effect to the recommendations;
)ي( ترحب بالمبادرة التي اتخذتها المفوضية السامية لتحسين ادارة برنامج المكتب وقدرته التشغيلية، وتطلب إبلاغ اللجنة الفرعية المعنية بالمسائل الادارية والمالية في الاجتماعات التي تعقدها فيما بين الدورات بالتقدم المحرز في تنفيذ توصيات الفريق العامل، ولاسيما ما تعلق منها بمبادرات التدريب اللازمة لوضع هذه التوصيات موضع التنفيذ؛

(l) Notes with satisfaction the work being done by the Senior Coordinator for the Environment, especially the development of guidelines for refugee-related environmental projects and related databases, and asks that the Subcommittee on Administrative and Financial Matters at a future inter-sessional meeting review these guidelines and related issues, especially the financial implications of any refugee-related environmental projects;
)ل( تلاحظ بارتياح أن العمل الذي يضطلع به المنسق اﻷقدم للبيئة، وخاصة وضع خطوط توجيهية للمشاريع البيئية ذات الصلة باللاجئين وما يرتبط بها من قواعد للبيانات، وتطلب أن تجري اللجنة الفرعية المعنية بالمسائل الادارية والمالية في اجتماعها المقبل بين الدورات استعراضا لهذه الخطوط التوجيهية وما يتصل بها من قضايا، ولا سيما اﻵثار المالية ﻷي من المشاريع البيئية ذات الصلة باللاجئين؛

(p) Expresses appreciation for the initiative of the High Commissioner in proposing the establishment of an Inspector of Operational Activities, and in the light of the comments of ACABQ, requests the High Commissioner to pursue vigorously improved oversight of operational activities through appropriate mechanisms and keep the Subcommittee on Administrative and Financial Matters informed;
)ع( تعرب عن تقديرها لمبادرة المفوضة السامية باقتراح انشاء وظيفة مفتش لﻷنشطة التنفيذية وتطلب، في ضوء تعليقات اللجنة الاستشارية لشؤون الادارة والميزانية، من المفوضة السامية أن تواصل بحزم تحسين الاشراف على اﻷنشطة التنفيذية باﻵليات المناسبة مع موالاة اطلاع اللجنة الفرعية المعنية بالمسائل الادارية والمالية على ذلك؛
