Decides that, for Member States that have not fulfilled their financial obligations to the Transitional Administration, their share of the unencumbered balance of 18,826,400 dollars gross (18,800,000 dollars net) for the period ending 30 June 1996 shall be set off against their outstanding obligations;

The Committee also recommended that, for those Member States that are in a position to submit a payment plan, the Committee on Contributions and the General Assembly should take the submission of a plan and its status of implementation into account as one factor when they consider requests for exemption under Article 19 of the Charter.
