There is a need to simplify contractual arrangements to systematically manage staff across programmes and duty stations, so that the Organization will be able to respond to complex new mandates, particularly in diverse areas such as humanitarian assistance, peacekeeping, electoral assistance, human rights, and drug control and crime prevention.
