The issues addressed in that Amendment, such as freedom from arbitrary arrest, the right to life, the scope of restrictions on fundamental rights and the question of collective action to protect those rights were, however, considered to be covered by the proposed constitutional reforms being discussed in the Select Committee of Parliament which, he understood, had already reached agreement.

Since its signature on 4 December 1996, two other agreements have been signed: the agreement on constitutional reforms and the electoral regime, on 7 December 1996 at Stockholm; and the agreement on the basis for the integration of URNG into the political life of the country, on 12 December 1996 at Madrid.

During the first half of December 1996, three important agreements, namely those on a Definitive Ceasefire (S/1996/1045, annex), on constitutional reforms and the Electoral Regime and on the Basis for the Legal Integration of URNG (A/51/776-S/1997/51, annexes I and II) were signed at Oslo, Stockholm and Madrid, respectively.

In late 1996, a number of reform proposals and the establishment of the single identity document were reflected in the Agreement on constitutional reforms and the Electoral Regime (see A/51/776–S/1997/51, annex I). Pursuant to this Agreement, the Electoral Reform Commission was established, consisting of representatives of the Supreme Electoral Tribunal and of political parties, and was given the mandate of agreeing on amendments to the Act.
