16. Some delegations emphasized the importance of addressing the question of the implementation of the Charter provisions related to assistance to third States affected by the application of sanctions, a priority item on the agenda of the Special Committee.

The Special Committee submits to the General Assembly, as regards the question of the implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by the application of sanctions under Chapter VII of the Charter, the recommendations contained in paragraphs 48 and 49 below.

70. Mr. Šmejkal (Czech Republic) said that, both with regard to assistance to third States affected by the application of sanctions and with regard to the status of the Repertory and the Repertoire, his delegation fully supported the European Union’s position.

The Special Committee considered the question of the implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by sanctions during the general exchange of views held at its 247th meeting, on 14 March 2005, as well as during the 1st and 2nd meetings of the Working Group of the Whole, held on the same day.

18. Mr. Tajima (Japan) recalled that the question of the implementation of the provisions of the Charter relating to assistance to third States affected by the application of sanctions had been considered by the Special Committee during its March session.

25. Mr. Nguyen Duy Chien (Viet Nam) welcomed the Special Committee's recommendation that the General Assembly address further the question of the implementation of the provisions of the Charter relating to assistance to third States affected by the application of sanctions.

53. Ms. Tugral (Turkey) noted that the Special Committee had received the mandate to consider, on a priority basis, the question of implementation of the provisions of the Charter relating to assistance to third States affected by the application of sanctions, a matter to which Turkey attached the utmost importance, having long been such a third State.

21. Mr. Nguyen Duy Chien (Viet Nam) welcomed the Special Committee's recommendation that the General Assembly should address further the question of the implementation of the provisions of the Charter relating to assistance to third States affected by the application of sanctions.

The Libyan delegation recalled that it had submitted similar proposals, in the form of amendments to the draft resolution related to assistance to third States affected by the application of sanctions, in the context of the consultations of the Sixth Committee of the General Assembly at its fifty-fifth session.
وأشار الوفد إلى أنه قدم مقترحات مشابهة في شكل تعديلات على مشروع القرار المتصل بتقديم المساعدة إلى دول ثالثة متضررة من تطبيق الجزاءات وذلك في سياق المشاورات التي جرت في اللجنة السادسة (القانونية) للجمعية العامة في دورتها الخامسة والخمسين.

44. Mr. Tajima (Japan) recalled that the question of the implementation of the provisions of the United Nations Charter relating to assistance to third States affected by the application of sanctions under Chapter VII had been considered by the Sixth Committee during its April session. Various opinions had been expressed, including the view that it was necessary to pay attention to discussions in other forums.
