71. In the light of article 31 of the Convention, the Committee strongly recommends that the State party strengthen efforts to guarantee the right of the child to rest and leisure, to engage in sports, play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts.
71- في ضوء المادة 31 من الاتفاقية، توصي اللجنة بشدة بأن تعزز الدولة الطرف جهودها لكفالة حق الطفل في التمتع بأوقات الراحة والترفيه والمشاركة في الرياضة والأنشطة الترفيهية الملائمة لعمره وتمكينه من المشاركة بحرية في الحياة الثقافية والفنية.

" (r) To adopt measures to promote and protect the right of the young child to rest and leisure, to engage in play and recreational activities appropriate to his or her age and to participate freely in cultural life and arts;

(u) To adopt measures to promote and protect the right of the child, including in early childhood, to rest and leisure, and to participate freely in cultural life and the arts, including measures that allow him or her to engage in play and ageappropriate recreational activities, such as sports;

(g) Participate freely: The right of children to participate freely in cultural life and the arts requires that States parties respect and abstain from interfering in the child's access to, choice of and engagement in such activities, subject to the obligation to ensure the protection of the child and the promotion of the child's best interests.
(ز) المشاركة بحرية: يقتضي حق الأطفال في المشاركة بحرية في الحياة الثقافية والفنون من الدول الأطراف أن تحترم وصول الطفل إلى هذه الأنشطة واختياره لها ومشاركته فيها وأن تحجم عن التدخل في ذلك، رهناً بالتزام ضمان الحماية للطفل وتعزيز مصالحه الفضلى.

The Committee notes that insufficient attention has been given by States parties and others to the implementation of the provisions of article 31 of the Convention, which guarantees " the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts " .
تلاحظ اللجنة عدم كفاية الاهتمام الذي أولته الدول الأطراف وجهات أخرى لتنفيذ أحكام المادة 31 من الاتفاقية، التي تكفل " حق الطفل في الراحة ووقت الفراغ ومزاولة الألعاب والأنشطة الترويحية المناسبة لسنه، والمشاركة بحرية في الحياة الثقافية وفي الفنون " .

10. The Committee has noted over the years that in general, insufficient attention is given and measures taken to implement the provisions of article 31 of the Convention, which guarantees " the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts " .
10- لاحظت اللجنة على مر السنين، بوجه عام، أن ما يولى من اهتمام وما يتخذ من تدابير غير كافٍ لتنفيذ أحكام المادة 31 من الاتفاقية التي تنص على " حق الطفل في الراحة ووقت الفراغ، ومزاولة الألعاب وأنشطة الاستجمام المناسبة لسنه والمشاركة بحرية في الحياة الثقافية وفي الفنون " .

47. During the reporting period, the above-mentioned restrictions on freedom of movement limited the possibilities for Palestinians to enjoy the right to participate freely in the cultural life of the community and to enjoy the arts, as provided for in article 15 of the Universal Declaration of Human Rights.
