In resolution 22/8, the Governing Council approved the guidelines on access to basic services for all and acknowledged their coherence and complementarity with the international guidelines on decentralization and the strengthening of local authorities adopted in resolution 21/3 of 20 April 2007.
2 - وقد وافق مجلس الإدارة في القرار 22/8 على المبادئ التوجيهية المتعلقة بحصول الجميع على الخدمات الأساسية وأقر باتساقها وتكاملها مع المبادئ التوجيهية الدولية المتعلقة باللامركزية وتعزيز السلطات المحلية المعتمدة في القرار 21/3 بتاريخ 20 نيسان/أبريل 2007.

Accordingly, the guidelines on access to basic services for all represent a major step forward in the international agenda as they are designed to tackle these challenges while remaining sufficiently flexible to be adapted by interested countries to their individual circumstances.

54. In its resolution 22/8, the Governing Council encouraged Governments and partners to provide institutional, technical and financial support to enable UNHabitat to promote the implementation of the guidelines on access to basic services for all in complimentarity with the implementation of the guidelines on decentralization.
54 - وفي القرار 22/8، شجع مجلس الإدارة الحكومات والشركاء على تقديم الدعم المؤسسي والتقني والمالي لتمكين موئل الأمم المتحدة من النهوض بتنفيذ المبادئ التوجيهية المتعلقة بحصول الجميع على الخدمات الأساسية إلى جانب المبادئ التوجيهية المتعلقة باللامركزية.

Recalling its resolution 22/8 of 3 April 2009 on the Guidelines on access to basic services for all and the subsequent resolution 23/12 of 15 April 2011 on the coordinated implementation of the guidelines on access to basic services for all and the guidelines on decentralization and strengthening of local authorities,
إذ يشير إلى قراره 22/8 المؤرخ 3 نيسان/ أبريل 2009 بشأن المبادئ التوجيهية المتعلقة بإمكانية حصول الجميع على الخدمات الأساسية وقراره اللاحق 23/12 المؤرخ 15 نيسان/أبريل 2011 بشأن التنفيذ المنسق للمبادئ التوجيهية المتعلقة بحصول الجميع على الخدمات الأساسية والمبادئ التوجيهية المتعلقة باللامركزية وتعزيز السلطات المحلية،

15. Reiterates its support for the dissemination and implementation of the guidelines on decentralization and strengthening of local authorities and the guidelines on access to basic services for all, approved by the Governing Council of UN-Habitat in its resolutions 21/3 of 20 April 2007 and 22/8 of 3 April 2009, respectively, and reaffirmed by the Governing Council in its resolution 23/12 of 15 April 2011;8
