74. The Special Rapporteur encourages the Human Rights Council to consider in a more systematic way the recommendations contained in the reports on human rights and counter-terrorism submitted by the Special Rapporteur and the United Nations High Commissioner for Human Rights in formulating concrete recommendations to States and in deciding its own course of action.
