The prospecting regime would remain substantially the same as that for polymetallic nodules, except that a new clause could be added to the regulations to prevent prospecting from being undertaken in an area covered by an approved plan of work for exploration for or exploitation of other resources if such prospecting might cause undue interference with activities under such an approved plan of work (model clause 2).
