In 2001, during the World Conference against Racism, Racial discrimination, Xenophobia and Related Intolerance in Durban and in the Durban Declaration and Programme of Action which followed, States recognized that political platforms and organizations based on racism, xenophobia or doctrines of racial superiority and related discrimination were incompatible with democracy and accountable governance.
