Another speaker noted that the management reforms introduced by UNODC should be supported by enhanced coordination between the drug and crime programmes, as well as adequate guidance from Member States.
130- وذكر متكلّم آخر أن الإصلاحات الإدارية التي استحدثها المكتب ينبغي أن تدعم بتنسيق معزَّز بين برنامجي المخدرات والجريمة وكذلك بتوجيه وافٍ من الدول الأعضاء.

The Advisory Committee reiterates its previous recommendation that specific examples of effective coordination between the drug and crime programmes of UNODC should be provided in future budget submissions, including efforts made to avoid duplication and seek complementarity.

7. The Committee notes that the consolidated budget outline (E/CN.7/2005/8) does not elaborate on information exchange and general interaction between the drug and crime programmes, both of which operate jointly under the UNODC umbrella.

Introduction The present report, submitted by the United Nations Office on Drugs and Crime to Member States, contains a biennial budget proposal integrating at the operational level the work and the Headquarters structure of the drug and crime programmes.

(i) The decline in core fund income has been offset in part by timely identification of cost savings, rationalization of expenditure between infrastructure and programmes and an equitable redistribution of infrastructure costs between the drug and crime programmes to make possible a more balanced budget.

The Advisory Committee reiterates its request that UNODC provide information and specific examples of effective coordination between the drug and crime programmes (see E/CN.7/2005/9, para. 7) and recommends that such information be provided in the context of the consolidated budget for the biennium 2008-2009.
12- وتكرّر اللجنة الاستشارية طلبها إلى المكتب توفير معلومات وأمثلة محدّدة عن التنسيق الفعلي بين برنامجي المخدرات والجريمة (انظر الفقرة 7 من الوثيقة E/CN.7/2005/9) وتوصي بتقديم هذه المعلومات في سياق الميزانية المدمجة لفترة السنتين 2008-2009.

The regular budget resources allocated to UNODC do not distinguish between the drug and crime programmes (see section 16, International drug control, crime and terrorism prevention and criminal justice, of the proposed programme budget of the United Nations (A/62/6 (Sect. 16))).

14. In its earlier reports, the Advisory Committee requested UNODC to provide information and specific examples of effective coordination between the drug and crime programmes (E/CN.7/2005/9, para. 7, and E/CN.7/2007/13- E/CN.15/2007/13, para. 12).

As a result, the European Commission has emerged as one of the largest donors to the drug programme and the crime programme of UNODC, with support being provided to projects in Afghanistan, Iran (Islamic Republic of), Nigeria, as well as the Balkans.

As indicated in paragraph 17 of the report, a cost-sharing formula was established to ensure that the drug and crime programme funds bore an appropriate and proportionate share of the common costs and of the financing of the general-purpose resource requirements of UNODC.
