The Assessment Team, working under the guidance and overall authority of my Special Envoy for Sierra Leone, Mr. Berhanu Dinka, was led by Brigadier-General Yogesh K. Saksena, Deputy Force Commander of the United Nations Angola Verification Mission (UNAVEM III). It arrived in Sierra Leone on 22 December 1996 and returned to New York on 6 January 1997.
