5 - تشجيع جميع الأطراف المتبقية في بروتوكول مونتريال التي لم تصادق بعد على تعديل مونتريال على المصادقة عليه مع وضع نظم لتراخيص الاستيراد والتصدير إن لم تكن قد فعلت ذلك بعد؛

Considering paragraph 8 of Article 4 of the Montreal Protocol, which reads:
وقد وضع في اعتباره الفقرة 8 من المادة 4 من بروتوكول مونتريال التي تنص على أنه:

The decision also encouraged the Parties to the Montreal Protocol that had not yet ratified the Montreal Amendment to ratify it and to establish import and export licensing systems if they had not yet done so.
