Ms. Butler (International Coordinating Network on Palestine): I would like to begin by extending the gratitude of the Non-Governmental Organization (NGO) Working Group on Israel/Palestine for the opportunity to address the Committee at this critical moment.

This is a point made clear by the Human Rights Committee in its general comments Nos. 29 and 31 and in its concluding observations on Israel, and has been confirmed by the International Court of Justice.

In its most recent concluding observations on Israel in July 2013, the Committee on the Rights of the Child highlighted both, the shortage of school infrastructure across the Occupied Palestinian Territory and some incidents of attacks on schools and harassment of children on their way to school by Israeli security forces and settlers (see CRC/C/I SR/CO/2-4, paras. 63-64).
