The Health and Environment Strategic Alliance (HESA) was created as a followup to the first Interministerial Conference on Health and Environment in Africa, held in Libreville in 2008, at which ministers of health and environment adopted the Libreville Declaration on Health and Environment in Africa, aimed at catalysing policy, institutional and investment changes required to reduce environmental threats to health.
