21. A number of countries have taken legislative and executive action to promote renewable sources of energy in line with the recommendations contained in the Harare Declaration on Solar Energy and Sustainable Development.

The Summit adopted the Harare Declaration on Solar Energy and Sustainable Development, and the outline of a World Solar Programme, 1996–2005, which has since been elaborated.

16. In keeping with the commitments contained in the Harare Declaration on Solar Energy and Sustainable Development and the recommendations made in the World Solar Programme 1996–2005, a number of countries have taken legislative action favouring the development and deployment of renewable energy technologies.

These recommendations are based upon the commitments made in the Harare Declaration on Solar Energy and Sustainable Development made by the 104 official delegations attending the World Solar Summit (Harare, September 1996).

The World Solar Programme 1996-2005 (see A/C.2/51/5) was prepared, taking as a basis the outline approved by the World Solar Summit and the commitments made in the Harare Declaration on Solar Energy and Sustainable Development.

Eighteen heads of State or Government attending the Summit constituted the World Solar Commission, adopted the Harare Declaration on Solar Energy and Sustainable Development and launched the World Solar Programme 1996-2005, which was endorsed by the General Assembly in its resolution 53/7, to be implemented with the provision of secretariat assistance by UNESCO.

In his reply of 21 November 1996, the Secretary-General stated that " The Harare Declaration on Solar Energy and Sustainable Development, as well as the outline of the World Solar Programme 1996-2005 approved by the Summit, represent a high degree of political commitment, which is an essential requirement to address the difficult issue of energy supplies in a manner consistent with sustainable development " .
وقال اﻷمين العام في رده بتاريخ ٢١ تشرين الثاني/نوفمبر ١٩٩٦ إن " إعلان هراري بشأن الطاقة الشمسية والتنمية المستدامة، فضلا عن مخطط البرنامج العالمي للطاقة الشمسية للعقد ١٩٩٦-٢٠٠٥ اللذين اعتمدهما مؤتمر القمة، يمثلان درجة رفيعة من الالتزام السياسي، الذي يعد متطلبا أساسيا لمعالجة المسألة الصعبة المتعلقة بإمدادات الطاقة وبطريقة تتسق مع التنمية المستدامة " .
