The 1984 Cartagena Declaration on Refugees, reinforced by the 1994 San Jose Declaration on Refugees and Displaced Persons, is a key regional instrument, of which the provisions have been reflected in the national legislation of many of the States concerned.

At the regional level, there are also important instruments and declarations, such as the Convention Governing the Specific Aspects of Refugee Problems in Africa of the Organization of African Unity, the Cartagena Declaration on Refugees, adopted by the Colloquium on the International Protection of Refugees in Central America, Mexico and Panama, and the San José Declaration on Refugees and Displaced Persons.

A total of 41 States are parties to the 1969 Organization of African Unity (OAU) Convention Governing the Specific Aspects of Refugee Problems in Africa; and the majority of Latin American States adhere to the principles of the 1984 Cartagena Declaration on Refugees and the 1994 San José Declaration on Refugees and Displaced Persons.
