Therefore, at both its substantive session of 1998 and at its meeting in May 1999 on basic indicators for the follow-up to conferences, a number of executive heads and representatives of specialized agencies participated in panel discussions with the Council.

In addition to the consensus on the core indicators of drug consumption, there is some agreement among experts on the broad principles that should underpin data collection activities, namely:
