It should be noted that in March 2012 the Government of Israel announced in the media that its relations with the Human Rights Council and with OHCHR would be suspended following the adoption of Council resolution 19/17, in which the Council decided to establish a fact-finding mission on Israeli settlements.

On the same day, the Human Rights Council adopted another resolution on the Israeli settlements in the occupied Palestinian territory, including East Jerusalem and in the occupied Syrian Golan -- resolution 10/18 -- calling on Israel to assume all responsibilities under international law, in particular, the Fourth Geneva Convention and Additional Protocol I to the Geneva Conventions of 12 August 1949.

Notwithstanding the fact that the issue of the Israel Defense Forces not taking appropriate measures while acts of violence were being perpetrated in their presence was raised in the last report to the General Assembly concerning Israeli settlements (A/66/364), such incidents continue to be reported.
