2. Unless otherwise agreed by the Parties, any difference or dispute that arises between them concerning the interpretation or implementation of this Agreement may be submitted by either of them to the International Court of Justice.
٢ - يجوز ﻷي طرف من الطرفين أن يحيل إلى محكمة العدل الدولية أي خلاف أو نزاع ينشأ بينهما بشأن تفسير أو تنفيذ هذا الاتفاق، ما لم يتفق الطرفان على خلاف ذلك.

2. Any dispute between two or more States Parties concerning the interpretation or application of this Convention that cannot be settled through negotiation within a reasonable time shall, at the request of one of those States Parties, be submitted to arbitration.
2- يعرض أي نزاع ينشأ بين دولتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذه الاتفاقية، وتتعذر تسويته عن طريق التفاوض في غضون فترة زمنية معقولة، على التحكيم بناء على طلب إحدى تلك الدول الأطراف.

If a dispute concerning the interpretation or application of the present Convention arises between two or more Parties to the Convention, they shall, upon the request of any of them, seek to resolve it by a process of consultation and negotiation.
في حال نشوء نزاع بين طرفين أو أكثر بشأن تفسير أو تطبيق هذه الاتفاقية، تسعى الأطراف، بناء على طلب أي منها، إلى التوصل إلى حل له عن طريق التشاور والتفاوض.

2. Any dispute between two or more States Parties concerning the interpretation or application of the present Convention which cannot be settled through negotiation within six months shall, at the request of any of those States Parties, be submitted to arbitration.
2 - أي نـزاع بين دولتين طرفين أو أكثر بشأن تفسير أو تطبيق هذه الاتفاقية لا تتأتى تسويته عن طريق التفاوض في غضون ستة أشهر، يحال، بناء على طلب أي دولة من تلك الدول الأطراف إلى التحكيم.

The situation is not improved by article 10 of the Convention, which deals with the settlement of any dispute between States concerning the interpretation or application of the Convention by the International Court of Justice.
ولا يتحسن الوضع بنص المادة 10 من الاتفاقية، التي تتناول تسوية أي نزاع بين الدول بشأن تفسير أو تطبيق الاتفاقية من جانب محكمة العدل الدولية.

Any dispute between the Parties concerning the interpretation or application of the present Agreement shall be settled by negotiation, or by any other mutually agreed upon mode of settlement.
تتم تسوية أي خلاف يطرأ بين الطرفين بشأن تفسير أو تطبيق هذا الاتفاق عن طريق التفاوض، أو بواسطة أي طريقة أخرى للتسوية يتّفقان عليها.

If disagreements arise concerning the interpretation or application of these rules, the principle of the separation of powers requires that they should be settled impartially by a court of law.

1 - يعرض للتحكيم أي نزاع ينشأ بين دولتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذه الاتفاقية ولا يسوى عن طريق المفاوضات وذلك بناء على طلب واحدة من تلك الدول.

l. Any dispute between two or more States Parties concerning the interpretation or application of this Convention and its Protocols that cannot be settled through negotiation within a reasonable time [ninety days] shall, at the request of one of those Parties, be submitted to arbitration.
١- اذا نشأ نزاع بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير أو تطبيق هذه الاتفاقية وبروتوكولاتها، وتعذر تسويته عن طريق التفاوض في غضون فترة زمنية معقولة ]تسعين يوما[، وجب تقديمه، بناء على طلب احدى تلك اﻷطراف، الى التحكيم.

18. Any dispute which may arise between the parties concerning the interpretation or execution of the award may be submitted by either party to the arbitral tribunal which made the award or, if the latter cannot be seized thereof, to another tribunal constituted for this purpose in the same manner as the first.
18- يجوز لأي من الأطراف أن يحيل أي خلاف ينشأ بين الأطراف بشأن تفسير أو تنفيذ الحكم إلى هيئة التحكيم التي أصدرت هذا الحكم أو، إذا تعذر إحالة الحكم إلى هذه الأخيرة، إلى أية هيئة تحكيم تشكل لهذا الغرض بنفس الأسلوب الذي شُكلت به هيئة التحكيم الأولى.

There was also support for the approach envisaged in draft article 19 concerning the interpretation or application of the draft articles, according to which the choice of method would be based on the mutual agreement of the parties and would, in the absence of such agreement, permit the establishment of an independent commission whose findings would be of a recommendatory nature.

14. Article 287 of UNCLOS allows States to choose, by means of a written declaration, one or more specific means for the settlement of disputes concerning the interpretation or application of the Convention.
14 - وتسمح المادة 287 من الاتفاقية للدول أن تختار بواسطة إعلان كتابي واحدة أو أكثر من وسائل محددة لتسوية المنازعات بشأن تفسير أو تطبيق الاتفاقية.

The Egyptian delegation maintains the reservation contained in article 29, paragraph 2, concerning the right of a State signatory to the Convention to declare that it does not consider itself bound by paragraph 1 of that article concerning the submission to an arbitral body of any dispute which may arise between States concerning the interpretation or application of the Convention.
إن جمهورية رومانيـا الاشتراكية تعلن أنها لا تعتبر نفسها ملزمة بأحكام الفقرة ١ من المادة ٩٢ من الاتفاقية، التي يعرض بموجبها للتحكيم أي خلاف ينشأ بين دولتين أو أكثر من الـــدول اﻷطراف بشأن تفسير أو تطبيق الاتفاقية ولا يسوى عن طريق المفاوضات، وذلك بناء على طلب أي من هذه الدول.

It added that the process could assist by providing advice to a Party individually or Parties collectively on the interpretation or application of the relevant provisions of the Convention.
وأضاف أن العملية يمكن أن تساعد بتوفير المشورة لطرف بمفرده أو لمجموعة من اﻷطراف بشأن تفسير أو تطبيق اﻷحكام ذات الصلة من الاتفاقية.

Those clauses could prove quite useful in the event of a dispute over the interpretation or application of an agreement, by providing Member States with a judicial means of arriving at a solution within a reasonable amount of time.
وستتضح جدوى تلك الأحكام في حالة وقوع منازعات بشأن تفسير أو تطبيق اتفاق ما، وذلك بتوفير وسيلة قضائية للدول الأعضاء للتوصل إلى تسوية في فترة زمنية معقولة.

2. Any other dispute between two or more States Parties relating to the interpretation or application of this Statute which is not settled through negotiations within three months of their commencement shall be referred to the Assembly of States Parties.
2 - يحال إلى جمعية الدول الأطراف أي نزاع آخر بين دولتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذا النظام الأساسي لا يُسوّى عن طريق المفاوضات في غضون ثلاثة أشهر من بدايته.
