82. While the Committee had been unable to find consensus on the report of the Special Committee within the official timeframe, it had ultimately reached agreement and achieved a solid outcome that provided a firm foundation for future discussions.

Mr. Gomaa (Egypt), introducing the draft resolution, said it was established practice in the Committee that draft resolutions on the report of the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization and on the provisions of the Charter related to the effects of sanctions on third States should be considered together.
