109. The draft articles on nationality of natural persons in relation to the succession of States are primarily concerned with the prevention of statelessness.
109- ومشروع المواد بشأن جنسية الأشخاص الطبيعيين في حالة خلافة الدول يعنى أساساً بمنع انعدام الجنسية.

1. Expresses its appreciation to the International Law Commission for its valuable work on nationality of natural persons in relation to the succession of States;

48. The International Law Commission adopted the draft articles on the nationality of natural persons in relation to the succession of States at its fifty-first session.

Some views were expressed [in the Committee of experts and representatives of the Arab States to coordinate positions for study of the declaration on the nationality of natural persons in relation to the succession of States] recommending the inclusion in the convention of provisions dealing with the annexation or absorption of an existing State by another existing State.

Mr. Buhedma (Libyan Arab Jamahiriya) said that the formulation of the draft articles contained in chapter IV of the Commission’s report (A/54/10) on the nationality of natural persons in relation to the succession of States was very important as it would make a major contribution to the development and codification of international law and would assist in resolving the problem of statelessness.

In paragraph 3 of resolution 54/112, the Assembly invited Governments to submit comments and observations on the question of a convention on nationality of natural persons in relation to the succession of States, with a view to the Assembly considering the elaboration of such a convention at a future session.

At its fifty-first session, held in Geneva in July 1999, the Commission adopted the text of draft articles on nationality of natural persons in relation to the succession of States and recommended to the General Assembly the adoption, in the form of a Declaration, of the draft articles.
