The Chair-Rapporteur recalled that the right to peace was recognized in various soft-law instruments, such as the Declaration on the right of peoples to peace.

Non-governmental organizations and other stakeholders expressed their support for the inclusion in the preamble of a reference to the Declaration on the right of peoples to peace as well as to the Declaration on the Right to Development.

He mentioned the thirtieth anniversary of the Declaration on the right of peoples to peace, approved by the General Assembly in its resolution 39/11 of 12 November 1984, and pointed to the prominent role of peace in the fulfilment of the fundamental rights of every person, as recognized in numerous international and regional human rights instruments.
وتطرق إلى الذكرى الثلاثين للإعلان بشأن حق الشعوب في السلام الذي وافقت عليه الجمعية العامة في قرارها 39/11 المؤرخ 12 تشرين الثاني/نوفمبر 1984 وأشار إلى دور السلام البارز في إعمال الحقوق الأساسية لكل شخص، كما يقر بذلك العديد من صكوك حقوق الإنسان الدولية والإقليمية.

In its resolution 17/16, the Human Rights Council took note of the progress report of the Advisory Committee on the right of peoples to peace, and requested the Advisory Committee, in consultation with Member States, civil society, academia and all relevant stakeholders, to present a draft declaration on the right of peoples to peace and to report on progress thereon to the Council at its twentieth session.
48- وأحاط مجلس حقوق الإنسان علماً، في قراره 17/16، بالتقرير المرحلي للجنة الاستشارية عن حق الشعوب في السلام، وطلب إلى اللجنة الاستشارية أن تقدم، بالتشاور مع الدول الأعضاء والمجتمع المدني والأوساط الأكاديمية وجميع الجهات المعنية صاحبة المصلحة، مشروع إعلان بشأن حق الشعوب في السلام وأن تقدم تقريراً عن التقدم المحرز في هذا الشأن إلى المجلس في دورته العشرين.
