The present report summarizes contributions and views expressed by Governments, intergovernmental and non-governmental organizations on the content and scope of a possible future mandate of an independent expert in the field of cultural rights.

7. The experts presented their study on the content and scope of substantive gaps in the existing international instruments to combat racism, racial discrimination, xenophobia and related intolerance (A/HRC/4/WG.3/6).

55. On the third day of the second part of its session, the Working Group began its discussions on the study by the five experts on the content and scope of substantive gaps in the existing international instruments to combat racism, racial discrimination, xenophobia and related intolerance.
55- شرع الفريق العامل، في اليوم الثالث من الجزء الثاني من دورته، في مناقشة الدراسة التي أنجزها الخبراء الخمسة بشأن محتوى ونطاق الفجوات الموضوعية في الصكوك الدولية القائمة في مجال مكافحة العنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب.

58. In accordance with Human Rights Council resolution 10/11 of 20 March 2009, the Working Group organized a series of consultations with a wide range of stakeholders on the content and scope of a possible draft convention from July 2009 to May 2010.

وعقد الخبراء ثلاث جلسات وأضفوا الصبغة النهائية على دراستهم المعنونة " تقرير عن دراسة الخبراء الخمسة بشأن محتوى ونطاق الثغرات الموضوعية في الصكوك الدولية القائمة في مجال مكافحة العنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب " (A/HRC/4/WG.3/6).

وقد عقد الخبراء ثلاثة اجتماعات، ووضعوا اللمسات الأخيرة على دراستهم المعنونة " تقرير عن دراسة الخبراء الخمسة بشأن محتوى ونطاق الثغرات الموضوعية في الصكوك الدولية القائمة في مجال مكافحة العنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب " ().

42. The content of such an article should be based, according to these member States on the language contained in paragraphs 5 and 9 of the Durban Review Conference outcome document, and comply with paragraphs 97 and 98 of the study by the five experts on the content and scope of substantive gaps in the existing international instruments to combat racism, racial discrimination, xenophobia and related intolerance.
42- وينبغي أن يرتكز مضمون هذه المادة، حسب رأي هذه الدول الأعضاء، على اللغة المستخدمة في الفقرتين 5 و9 من الوثيقة الختامية لمؤتمر استـعراض نتائج مؤتمر ديربان وأن يتماشى مع الفقرتين 97 و98 من دراسة الخبراء الخمسة بشأن محتوى ونطاق الثغرات الموضوعية في الصكوك الدولية القائمة في مجال مكافحة العنصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب().

In accordance with paragraph 13 (b) of Human Rights Council resolution 10/11, the Working Group will subsequently share with Member States, through the Office of the United Nations High Commissioner for Human Rights, elements for a possible draft convention on private military and security companies, requesting their input on the content and scope of such a convention and to transmit their replies to the Working Group.
ووفقا للفقرة 13 (ب) من قرار مجلس حقوق الإنسان 10/11، سيطلع الفريق العامل بالتالي الدول الأعضاء، من خلال مفوضية الأمم المتحدة لحقوق الإنسان، على عناصر لمشروع اتفاقية محتملة بشأن الشركات العسكرية والأمنية الخاصة، طالبا منها تقديم إسهاماتها بشأن محتوى ونطاق تلك الاتفاقية، وإحالة ردودها إلى الفريق العامل.

In 2009, the Human Rights Council requested the Working Group to consult with intergovernmental and non-governmental organizations, academic institutions and experts on the content and scope of a possible draft convention on private military and security companies, to request States' input, and to share with Member States elements of such a draft convention on private military and security companies (see A/HRC/10/11).
