1. In recent times, a number of developments in the world have been accompanied by an increase in the number of international debates on the issue of missiles in all its aspects.

UNIDIR participated, in a consultative role, in the 2001 study on ammunition and explosives as well as in the 2002 study on the issue of missiles in all its aspects.

Understanding the lack of consensus on the issue of missiles in all its aspects

Reconciling these two norms is not impossible, but attempting to do so in a report on the issue of missiles in all its aspects presents serious difficulties.

In operative paragraph 2 of its resolution 55/33 A of 20 November 2000, entitled " Missiles " , the General Assembly requested the Secretary-General to seek the views of all Member States on the issue of missiles in all its aspects, and to submit a report to the Assembly at its fifty-sixth session.

We hope that the establishment of the second United Nations Panel of Governmental Experts and their deliberations on the issue of missiles in all its aspects would result in a better understanding of this global issue and a search for complementary measures to explore ways and means to safeguard the international community against the threats posed by some types of missiles.

78. The Heads of State or Government welcomed the report prepared by the Panel of Governmental Experts on the issue of missiles in all its aspects, which marked the first time the United Nations considered this issue.
