The entry into force, on 12 February 2002, of the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict (General Assembly resolution 54/263, annex 1) provides important protection by raising from 15 to18 years, the age at which direct participation in armed conflict will be permitted, and establishing a ban on compulsory recruitment below the age of 18.

Although some progress had been made in reducing the number of child soldiers, the situation of children in armed conflict remained critical and it was hoped that more countries would become State parties to the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict.
