وحسب ما جاء في إعلان الدوحة فإن المفاوضات بشأن تيسير التجارة ستجري بعد الدورة الخامسة للمؤتمر الوزاري على أساس مقرر سيتخذ بالإجماع الصريح في تلك الدورة بشأن إجراءات المفاوضات.

Rules on trade facilitation are currently being discussed within the WTO Council of Trade in Goods, with a view to determining the modalities of possible negotiations after the fifth session of the Ministerial Conference and identifying the trade facilitation needs and priorities of members.
48- ويجري حاليا دراسة القواعد المتعلقة بتيسير التجارة داخل مجلس التجارة في السلع التابع لمنظمة التجارة العالمية، بهدف تحديد أساليب التفاوض الممكنة بعد الدورة الخامسة للمؤتمر الوزاري، وتحديد احتياجات الأعضاء وأولوياتهم في مجال تيسير التجارة.

(c) Landlocked and transit developing countries should be provided assistance in the area of trade facilitation in the light of the agreement in the Doha Ministerial Declaration that the negotiations will take place after the fifth session of the Ministerial Conference on the basis of a decision to be taken by explicit consensus at that session, on the modalities of negotiations;
