Without delay after the cessation of active hostilities, all MOTAPM/AVM, and minefields and mined areas shall be cleared, removed, destroyed or maintained in accordance with the provisions of this set of provisions.
1- بدون تأخير بعد توقف أعمال القتال الفعلية تُكسح أو تُزال أو تدمر أو تصان كل الألغام غير الألغام المضادة للأفراد/الألغام المضادة للمركبات وحقول هذه الألغام والمناطق الملغومة بها، وفقاً لأحكام مجموعة التوصيات هذه.

(a) Without delay after the cessation of active hostilities, all MOTAPMs, and minefields and mined areas of MOTAPMs, shall be cleared, removed, destroyed or maintained in accordance with the provisions of this set of recommendations.
(أ) بدون تأخير بعد توقف أعمال القتال الفعلية تُكسح أو تُزال أو تدمر أو تصان كل الألغام غير الألغام المضادة للأفراد وحقول هذه الألغام والمناطق الملغومة بها.

They distinguish between this obligation and the fact that the obligation to make available without delay the information recorded after the cessation of active hostilities to the party or parties in control of the affected area without delay is subject to these parties' legitimate security interests (Article 4 paragraph 2).
:: ما إذا كانت تميز بين هذا الالتزام وحقيقة أن الالتزام بالقيام دون إبطاء، بعد توقف أعمال القتال الفعلية بإتاحة المعلومات المسجلة للطرف أو الأطراف التي تسيطر على المنطقة المتأثرة هو التزام مرهون بالمصالح الأمنية المشروعة لهذه الأطراف (الفقرة 2 من المادة 4).

Community liaison: Liaison with affected communities should be organised as soon as possible after the cessation of active hostilities in an area to both promote safer behaviour and involve affected communities in planning, prioritising and implementation of clearance and victim assistance programmes.
5- الاتصال بالمجتمعات المحلية: ينبغي أن يتم تنظيم الاتصال بالمجتمعات المحلية المتأثرة في أقرب وقت ممكن بعد توقف أعمال القتال الفعلية في المنطقة من أجل تشجيع التصرف على نحو أكثر أمناً وكذلك إشراك المجتمعات المحلية المتأثرة في التخطيط لبرامج إزالة المتفجرات ومساعدة الضحايا وفي وضع أولويات هذه البرامج وتنفيذها.
