To promote and intensify international cooperation, especially with regard to the needs of developing countries, a State carrying out remote sensing of the Earth from space shall, upon request, enter into consultations with a State whose territory is sensed in order to make available opportunities for participation and enhance the mutual benefits to be derived therefrom.
تعزيزا وتكثيفا للتعاون الدولي، لا سيما فيما يتعلق باحتياجات البلدان النامية، تدخل الدول التي تباشر استشعار الأرض عن بعد من الفضاء الخارجي في مشاورات مع الدولة التي يستشعر إقليمها، بناء على طلبها، لإتاحة فرص للمشاركة وزيادة الفوائد المتبادلة المجنية من ذلك.

2. Principles Relating to Remote Sensing of the Earth from Outer Space 32-33 9
٢ - المبادىء المتعلقة باستشعار اﻷرض عن بعد من الفضاء الخارجي

The view was expressed that the notion of special treatment related to other principles, such as the 1986 Principles Relating to Remote Sensing of the Earth from Outer Space, and was intended to reaffirm the desirable way of cooperation in outer space matters.
وأعرب عن الرأي بأن مفهوم المعاملة الخاصة يتصل بمبادئ أخرى، مثل مبادئ عام ١٩٨٦ المتعلقة باستشعار اﻷرض من بعد من الفضاء الخارجي والمقصود منه هو إعادة تأكيد طريقة التعاون المستصوبة في المسائل المتعلقة بالفضاء الخارجي.

5. Reiterate the Principles Relating to Remote Sensing of the Earth from Outer Space, adopted by the General Assembly in its resolution 41/65 of 3 December 1986, in particular:
٥ - يؤكدون من جديد المبادئ المتعلقة باستشعار اﻷرض عن بعد من الفضاء الخارجي والتي اعتمدتها الجمعية العامة في قرارها ١٤/٥٦ المؤرخ ٣ كانون اﻷول/ديسمبر ٦٨٩١ ، ولا سيما :

Starting in 2006, the Tajikkoinot Institute of Geophysics will participate in a programme of remote sounding of Earth from Outer Space in the interest of the national economy of Tajikistan.
سوف يشارك معهد الجيوفيزياء Tajikkoinot، الذي سيشرع في أعماله في عام 2006، في برنامج لسبر الأرض عن بعد من الفضاء الخارجي لصالح الاقتصاد الوطني لطاجيكستان.

33. The Principles Relating to Remote Sensing of the Earth from Outer Space (the “Remote Sensing Principles”) were adopted by the General Assembly by consensus in its resolution 41/65 of 3 December 1986.
٣٣ - وقد اعتمدت الجمعية العامة ، في قرارها ١٤/٥٦ المؤرخ ٣ كانون اﻷول/ديسمبر ٦٨٩١ ، بتوافق اﻵراء ، المبادىء المتعلقة باستشعار اﻷرض عن بعد من الفضاء الخارجي .

17. Pakistan maintains that, in accordance with the Principles Relating to Remote Sensing of the Earth from Outer Space, adopted by the General Assembly, the availability of remote sensing data should not be withheld from particular countries based upon their political status, since all space-related activities should be conducted for the benefit and in the interest of all countries.
٧١ - وتعتقد باكستان ، وفقا للمبادىء المتعلقة باستشعار اﻷرض عن بعد من الفضاء الخارجي ، التي اعتمدتها الجمعية العامة ، أنه ينبغي عدم حجب بيانات الاستشعار عن بعد عن بلدان معينة ، على أساس وضعيتها السياسية ، ﻷنه ينبغي الاضطلاع بجميع اﻷنشطة المتصلة بالفضاء لما فيه فائدة ومصلحة جميع البلدان .

With regard to paragraph 1, some delegations expressed the view that terms and expressions such as " equitable " and " non-discriminatory " , which had been used in the more specific context of the 1986 Principles Relating to Remote Sensing of the Earth from Outer Space, should not be used with the same meaning in the paragraph.
٢٢ - فيما يتعلق بالفقرة ١، أعربت بعض الوفود عن الرأي بأن المصطلحات والتعابير مثــل " منصف " و " غير تمييزي " ، التي استخدمت في السياق اﻷكثر تحديدا لمبادئ عام ١٩٨٦ المتعلقة باستشعار اﻷرض من بعد من الفضاء الخارجي ينبغي ألا تستخدم بنفس المعنى في الفقرة.

(c) Matters relating to the Principles Relating to Remote Sensing of the Earth from Outer Space (Assembly resolution 41/65, annex), proposed by Chile and Colombia;
(ج) المسائل ذات الصلة بالمبادئ المتعلقة باستشعار الأرض عن بعد من الفضاء الخارجي (مرفق قرار الجمعية العامة 41/65)، اقترحته شيلي وكولومبيا؛

The view was expressed that all States should have equal access to remote sensing technology and the data produced by remote sensing technology, at a reasonable cost or at no cost, in accordance with the Principles Relating to Remote Sensing of the Earth from Outer Space.
79- ورئي أنَّه ينبغي أنْ تستفيد جميع الدول على قدم المساواة وبتكلفة معقولة أو بالمجان من تكنولوجيات الاستشعار عن بُعد والبيانات التي تنتجها هذه التكنولوجيات؛ وذلك وفقاً للمبادئ المتصلة باستشعار الأرض عن بعد من الفضاء الخارجي.

2.3 Are there specific aspects related to the implementation of international responsibility, as provided for in article VI of the Outer Space Treaty, in connection with General Assembly resolution 41/65 on the Principles Relating to Remote Sensing of the Earth from Outer Space?
2-3 هل هناك جوانب محدَّدة متعلقة بتنفيذ المسؤولية الدولية، على النحو المنصوص عليه في المادة الرابعة من " معاهدة الفضاء الخارجي " ، ترتبط بقرار الجمعية العامة 41/65 بشأن " المبادئ المتعلقة باستشعار الأرض من بعد من الفضاء الخارجي " ؟

56. Adoption of an open satellite data-collection and dissemination policy for sustainable economic and social development would be consistent with General Assembly resolution 41/65, entitled " Principles relating to remote sensing of the Earth from Outer Space " .
56 - ومن شأن اعتماد سياسات لجمع ونشر البيانات الساتلية تتسم بالانفتاح لأغراض التنمية الاقتصادية والاجتماعية المستدامة أن يتسق مع قرار الجمعية العامة 41/65 المعنون " المبادئ المتعلقة باستشعار الأرض عن بعد من الفضاء الخارجي " .

Some delegations considered it important that examination of the topic of remote sensing be included on the agenda of the Legal Subcommittee, taking into account that the Principles Relating to Remote Sensing of the Earth from Outer Space (resolution 41/65, annex) had not been duly updated in the light of current technological progress and the growing participation of the private sector in space activities.
33- ورأت بعض الوفود أن من المهم إدراج دراسة موضوع الاستشعار عن بعد في جدول أعمال اللجنة الفرعية القانونية، مع مراعاة أن المبادئ المتعلقة باستشعار الأرض عن بعد من الفضاء الخارجي (مرفق القرار 41/65) لم تحدّث كما يجب على ضوء التقدم التكنولوجي الراهن والمشاركة المتزايدة للقطاع الخاص في أنشطة الفضاء.
