In its comprehensive review report of 16 December 2005 (S/2005/800), which was endorsed by the Council, the Counter-Terrorism Committee reiterated that States must ensure that any measure taken to combat terrorism should comply with all their obligations under international law and that they should adopt such measures in accordance with international law, in particular human rights law, refugee law and humanitarian law.
4 - أعادت لجنة مكافحة الإرهاب، في تقريرها الاستعراضي الشامل المؤرخ 16 كانون الأول/ديسمبر 2005 (S/2005/800)، الذي وافق عليه المجلس، تأكيد أن على الدول كفالة امتثال أي تدابير تُتخذ بغرض مكافحة الإرهاب لكافة التزاماتها بموجب القانون الدولي، واعتماد هذه التدابير وفقا لهذا القانون، لا سيما قانون حقوق الإنسان وقانون اللاجئين والقانون الإنساني.

This definition is based upon the UN Convention for the Suppression of the Financing of Terrorism; resolution 1373 (2001); and the Common Position of the European Union Council, Regulation No. 2580/2001, of 27 December 2001, specifying the restrictive measures to be used against particular persons and entities, for the purpose of combating terrorism.
