4. Subsequently the Panel, at its first session, emphasized that the preparatory work should be " based on the provisions of the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests, and would benefit from consideration of regional initiatives and regional dimensions.

3. The Panel should promote multidisciplinary action at the international level consistent with the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests (Forest Principles), adopted by the United Nations Conference on Environment and Development.

18. There was recognition that chapter 11 of Agenda 21 and the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests represent an important international consensus, and that efforts should be made to promote their full and urgent implementation.

A considerable and encouraging number of activities at the national and international levels have been taking place with regard to the implementation of chapter 11 of Agenda 21 and the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests.

1. In its resolution 47/190 of 22 December 1992, the General Assembly endorsed the Rio Declaration on Environment and Development, Agenda 21 and the Non-legally Binding Authoritative Statement of Principles for a Global Consensus on the Management, Conservation and Sustainable Development of All Types of Forests, as adopted at the United Nations Conference on Environment and Development (UNCED) on 14 June 1992.
