8. Consequently, a State with obligations to clear areas contaminated by cluster munition remnants needs to have concluded the following steps in order to make a declaration of compliance:

Applying all available methods for the efficient survey and clearance of cluster munition remnants

The following guiding principles should be taken into account when conducting the survey and clearance of cluster munition remnants:

22. If there is a risk of either military boobytraps, anti-handling devices or victim operated improvised explosive devices being present on a site, it will be necessary to approach such a site as if it contained landmines and would therefore be considered within the third category of `CMR and landmine contamination'.

Action #18 Strive to ensure that States Parties affected by cluster munitions remnants fulfil their obligations under Article 4, paragraph 1, as expeditiously as possible, and that the least number of States Parties possible will be compelled to request an extension in accordance with the procedure set out in Article 4, paragraphs 5 to 8, of the Convention.

Step 2 - Categorise areas contaminated by CMR

25. Giving priority to CMR only contaminated land will be the most effective option for expediting land release and for rapidly reducing the amount of land that an affected State is required to clear.

(v) Bombing data or other sources related to possible contamination of the area with cluster munition remnants.
