Urges the Parties included in Annex II to the Convention to facilitate the participation in emissions trading under Article 17 of the Kyoto Protocol of Parties included in Annex I to the Convention with commitments inscribed in Annex B which are undergoing the process of transition to a market economy.
2- يحث الأطراف المدرجة في المرفق الثاني للاتفاقية على تيسير المشاركة في تبادل حقوق إطلاق الانبعاثات بموجب المادة 17 من بروتوكول كيوتو للأطراف المدرجة في المرفق الأول التي تتحمل التزامات محددة في المرفق باء والتي تمر بمرحلة انتقال إلى اقتصاد السوق.

The Committee shall take into account any degree of flexibility allowed by the Conference of the Parties serving as the meeting of the Parties to the Protocol, pursuant to Article 3, paragraph 6, of the Protocol and taking into account Article 4, paragraph 6, of the Convention, to the Parties included in Annex I undergoing the process of transition to a market economy.
11- تراعي اللجنة كل قدر من المرونة يسمح به مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في البروتوكول، وفقا للفقرة 6 من المادة 3 من البروتوكول، مع مراعاة الفقرة 6 من المادة 4 من الاتفاقية، وذلك بالنسبة للأطراف المدرجة في المرفق الأول التي تمر بمرحلة انتقال إلى اقتصاد السوق.
