Recalling further the Principles relating to the status of national institutions for the promotion and protection of human rights, welcomed by the General Assembly in its resolution 48/134 of 20 December 1993 and annexed thereto,
وإذ تذكر كذلك بالمبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز حقوق الإنسان وحمايتها، التي رحبت بها الجمعية العامة في قرارها 48/134 المؤرخ 20 كانون الأول/ديسمبر 1993 والمرفقة بذلك القرار،

The Paris Principles as well as General Assembly Resolution 48/134 relating to the status of national institutions for the promotion and protection of human rights, should be taken into consideration in matters relating to the reform of the NHRC and the establishment of State Commissions.
وينبغي مراعاة مبادئ باريس وقرار الجمعية العامة 48/134 فيما يتصل بمركز المؤسسات الوطنية المعنية بتعزيز حقوق الإنسان وحمايتها في المسائل الخاصة بإصلاح اللجنة الوطنية لحقوق الإنسان وإنشاء لجان الولايات.

While providing evidence of institutional progress with respect to human rights, the new framework also revealed excessive administrative control over the Commission by the Ministry of Justice, Human Rights and Public Liberties, which is not fully in compliance with the principles relating to the status of national institutions for the promotion and protection of human rights.

The basic requirement is that any institution should comply with the Principles relating to the status of national institutions for the promotion and protection of human rights, the " Paris Principles " (General Assembly resolution 48/134, annex).
فالشرط الأساسي هو أن تمتثل كل مؤسسة للمبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان وهي المبادئ المعروفة " بمبادئ باريس " (قرار الجمعية العامة 48/134، المرفق).

The Committee encourages the State party to pursue its efforts with a view to developing and establishing an independent and effective mechanism, provided with adequate human and financial resources and easily accessible to children and in accordance with the Principles relating to the status of national institutions for the promotion and protection of human rights (General Assembly resolution 48/134), that:
43- تشجع اللجنة الدولة الطرف على مواصلة جهودها الرامية إلى إنشاء آلية مستقلة وفعالة، ومدعمة بموارد بشرية ومالية، ويسهل على الأطفال الوصول اليها. وتمشيا مع المبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز حقوق الانسان وحمايتها، تحث اللجنة الدولة الطرف على ما يلي:

16. The Committee notes with concern that the State party has not yet established a national human rights institution, in accordance with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles) (art. 2).
16- تلاحظ اللجنة بقلق أنّ الدولة الطرف لم تنشئ بعد مؤسسة وطنية لحقوق الإنسان وفقاً للمبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان (مبادئ باريس) (المادة 2).

(16) The Committee notes with concern that the State party has not yet established a national human rights institution, in accordance with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles) (art. 2).
(16) تلاحظ اللجنة بقلق أنّ الدولة الطرف لم تنشئ بعد مؤسسة وطنية لحقوق الإنسان وفقاً للمبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان (مبادئ باريس) (المادة 2).

11. The High Commissioner for Human Rights stated that one way to improve the human rights laws of Angola and monitor their effective implementation would be to create a full-fledged national human rights institution that functioned in accordance with the Principles relating to the status of national institutions for the Promotion and Protection of Human Rights (Paris Principles).
11- قالت المفوضة السامية لحقوق الإنسان إن إحدى طرق تحسين قوانين حقوق الإنسان في أنغولا ورصد تنفيذها الفعال هو إنشاء مؤسسة وطنية قائمة بذاتها لحقوق الإنسان تعمل وفقاً للمبادئ المتصلة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان (مبادئ باريس)(29).

The State party should bring the Office of the Commissioner into full compliance with the Principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles) and provide it with the necessary financial and human resources to ensure that it can effectively and independently implement its mandate.
ينبغي للدولة الطرف أن تجعل مكتب المفوض يمتثل امتثالاً كاملاً للمبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان (مبادئ باريس) وأن تزوده بالموارد المالية والبشرية الكافية لضمان تمكنه من تنفيذ ولايته بفعالية واستقلالية.

Macao, China, should ensure that the ombudsman's mandate of the Commission against Corruption is independent and in full compliance with the principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles) (General Assembly resolution 48/134, annex).
ينبغي أن تضمن ماكاو، الصين، أن تكون ولاية أمين المظالم، التي تضطلع بها لجنة مكافحة الفساد، مستقلة ومتسقة تماماً مع المبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان (مبادئ باريس) (مرفق قرار الجمعية العامة 48/134).

9. WGAD recommended that the Government strengthen the status, powers and functions of the Human Rights Commission of Malaysia (SUHAKAM) in accordance with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles).
9- أوصى الفريق العامل المعني بالاحتجاز التعسفي بأن تعزز الحكومة مركز لجنة حقوق الإنسان في ماليزيا (سوهاكام) وصلاحياتها ومهامها وفقاً للمبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز حقوق الإنسان وحمايتها (مبادئ باريس).

She also highlighted the new developments since the last UPR, such as the establishment of the National Human Rights Institute in accordance with the principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles) and the establishment, in 2011, of the Children's Ombudsman.
وسلّطت الضوء أيضاً على التطورات الجديدة التي سُجلّت منذ آخر استعراض، مثل إنشاء المعهد الوطني لحقوق الإنسان وفقاً للمبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان (مبادئ باريس)، وإنشاء أمانة مظالم معنية بالأطفال في عام 2011.

The principles relating to the status of national institutions for the promotion and protection of human rights (Paris Principles), which the General Assembly had adopted in its resolution 48/134, were the formal basis for the reference in the narrative to national structures for the promotion and protection of human rights.
وأضاف أن المبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان (مبادئ باريس)، التي اعتمدتها الجمعية العامة في قرارها 48/134، تشكل الأسس الرسمية للإشارة الواردة في السرد إلى الهياكل الوطنية المعنية بتعزيز وحماية حقوق الإنسان.

9. Also notes the establishment by the Government of Myanmar of a national human rights committee, and encourages it to bring this committee into conformity with the Principles relating to the status of national institutions for the promotion and protection of human rights annexed to General Assembly resolution 48/134 of 20 December 1993 (the Paris Principles);
9 - تلاحظ أيضا أن حكومة ميانمار قامت بإنشاء لجنة وطنية معنية بحقوق الإنسان، وتحثها على جعل مركز هذه اللجنة يتمشى مع المبادئ ذات الصلة بمركز المؤسسات الوطنية المعنية بتعزيز وحمايـة حقوق الإنسان المرفقة بقـرار الجمعية العامة 48/134 المؤرخ 20 كانون الأول/ديسمبر 1993 (مبادئ باريس)؛

(c) Encourage the Ombudsman to seek accreditation with the International Coordinating Committee for National Institutions for the Promotion and Protection of Human Rights to ensure that it complies with the principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles), annexed to General Assembly resolution 48/134; and
(ج) تشجِّع أمين المظالم على التماس الاعتماد من لجنة التنسيق الدولية للمؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان، بغية ضمان امتثالها للمبادئ الخاصة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان (مبادئ باريس)، المرفقة بقرار الجمعية العامة 48/134؛

Most countries have made attempts to create national human rights commissions based on the Principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles), while others have created institutions within the Government machinery (such as departments or ministries) to improve human rights promotion and protection.
وبذلت معظم البلدان محاولات لتشكيل لجان وطنية لحقوق الإنسان بناء على المبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان (مبادئ باريس)، بينما أنشأت بلدان أخرى مؤسسات في إطار الآلية الحكومية (من قبيل الإدارات والوزارات) من أجل تحسين عملية تعزيز حقوق الإنسان وحمايتها.

101. The Principles relating to the status of national institutions for the promotion and protection of human rights (the " Paris Principles " , General Assembly resolution 48/134, annex) should provide an important source of guiding principles for the establishment, composition and operation of national mechanisms designated under the optional protocol.
101- توفر المبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان ( " مبادئ باريس " ، قرار الجمعية العامة 48/134، المرفق) مصدراً هاماً من المبادئ التوجيهية التي تساعد على إنشاء وتشكيل وتشغيل الآليات الوطنية المعيَّنة بموجب البروتوكول الاختياري.

The State party should ensure in law and in practice that every person has the right to complain to a fully independent mechanism that will investigate and respond promptly, in compliance with the principles relating to the status of national institutions for the promotion and protection of human rights (the Paris Principles).
ينبغي أن تكفل الدولة الطرف في القانون والممارسة تمتع كل شخص بالحق في تقديم شكوى إلى آلية مستقلة تماماً تقوم بالتحقيق والاستجابة الفورية، وفقاً للمبادئ المتعلقة بمركز المؤسسات الوطنية المعنية بتعزيز وحماية حقوق الإنسان (مبادئ باريس).
